How many tokens will Honda get this year?

The part that confuses me is that now with the clarification Honda will be able to use the average of the unused tokens by the other manufacturers at the start of the season. Surely if they can only homologate the 2015 engine once during the year, they will all have 32 unused tokens at the start of the season, due to starting on 2014 spec engines. Granted this is assuming they all delay homologation of their 2015 spec engines, which I don’t think many people expect anything else. So this must mean Honda will also get 32 tokens, no?
