The amount of self impact should not enter the question. If a rule is broken, there should be a penalty.
And when a penalty is given, it should stick, not this double jeopardy stuff like for Kvyat. Two wrongs do […] -

“Speculative pass”? The only thing speculative was the stewards ruling… “Speculative pass” is not defined in any rulebook, as far as I know. Just stewards making it up to cover their decisions.
