I would think top athletes living in Monaco would have European residence cards which allow them to travel around. But if you are banning people with Russian passports alltogether then yes, it would be a problem.

If Russia goes further than Ukraine, then we might end up with much fewer races – but at that point F1 will not really be so significant anyway.
