I think drivers are conscious that cars are safer than they used to be so they drive more recklessly and aggressively in their desperation to win. The race director have any choice but to come up with something like this.

They should just red flag the race for all incidents like it used to be before the safety car was invented. The natural flow of the race is already interrupted anyway with the abundance of VSC periods.

The rules should have some flexibility to prioritize racing. It’s called motor racing.
