No, see Renault becoming Alpine, Toro Rossa to Alpha Tauri etc. There are regulations around name changes but they don’t make the team a new entry.

Toro Rosso / Alpha Tauri was 12 years, does their renaming mean they don’t count? It was the same team, same ownership, just a new name. They’d be comfortably in second place.

The circuit is in a public park. Closing the roads and park for F1, without the economic boost from visiting fans, would be difficult politically I suspect.
