Fix perpetually broken e-mail notifications for article comments.

Unlike normal forum posts, reminders are never sent for replies or mentions. (And there’s no subscribe option for the comments.)
This makes commenting borderline useless, because it’s like talking down a well. People don’t respond and conversations quickly die out. It makes it pointless to comment. And eventually it leads to preferring other sites, where you can have a discussion.
The only things I ever got e-mail notifications for are for forum replies/mentiones and friendship notifications, but nothing ever for article comments.
Other bug: After submitting this topic I got redirected some weird broken url, which looks pretty random:

Not surprising that I get a “Oh bother! No topics were found here!” error message.
PS:
Even though there are categories, I can’t browse them properly. Why? At https://www.racefans.net/forums/ the categories don’t appear like normally the topics are piled up in one blob. I can only get to a category by clicking the link for the specific topic where it’s specified. But of course this means I can only do this for the ones that were commented in recently.
