Has it ever happened before in the history of F1

Just wondering if the situation that happened in the last race of F1
had happened before. In the past I had a feeling that in some races, cars
that were a long way behind the leader were´t allowed to pass and rejoin the race.
Is my memory right or really wrong. Interesting to hear any comments:))
And if so there is a prejudicate set already.
Just wondering.
